Preheat oven to 350°F, then peel garlic, and chop onion and bell peppers. Roast these on a baking mat with oil for 30 minutes.

Cook pasta while veggies roast. Blend roasted veggies, drained cashews, and remaining ingredients until smooth, adding milk to achieve desired consistency.
