Finely mince garlic and add to a large mixing bowl. Whisk together all ingredients, excluding water, until smooth. Gradually pour in water to achieve the desired consistency, starting with 1/2 cup.
Adjust seasonings to taste, adding more soy sauce, sweetener, or red pepper flakes if desired. Serve with noodle bowls, tofu, tempeh, chicken, stir-fries, etc.
